U.S. Rep. Mike Capuano thinks some in the media might need a cartoon refresher course to learn about how bills become laws.

The Somerville Democrat was accused of flip-flopping on abortion this week by voting in favor of the health-care package that included an amendment to ban insurance coverage for abortions.
